Leadership Excellence Award Philip Matcovsky, Chief Operating Officer Federation of Organizations

For 35 years, Philip Matcovsky has been integral to the success of Federation of Organizations, a major provider of health, wellness, housing, and human services for vulnerable populations in Queens, Brooklyn, the Bronx, Manhattan, and Long Island.

Since 1997, Mr. Matcovsky has served as Chief Operating Officer for the West Babylon-based agency, which celebrates its 50th anniversary this year. As COO, Mr. Matcovsky provides day-to-day leadership of agency operations and general management. In this role, he has helped establish Federation as one of New York’s leading providers of care through an expansion of cost-effective, evidence-based programs and services. The agency’s notable expansions in Queens include a nine-story, 118-unit affordable housing development that is currently under construction in Far Rockaway, with an expected completion date of August 2023.

Mr. Matcovsky began his career with Federation in 1987 as a Counselor working with homeless individuals, young adults, and seniors. He rose through the ranks, holding positions of Coordinator, Program Manager, Director of Community Services, and now COO.

In addition to his duties with Federation, Matcovsky has served as a member of the Long Island Cares Inc. Advisory Committee, the Community Advisory Council at Suffolk County Community College, and the Patchogue/Medford School District Citizens Advisory Committee for Community and Continuing Education. 

Further, Mr. Matcovsky has held faculty positions at Stony Brook University and Suffolk County Community College and has presented at St. John’s University, the New York Association for Psychosocial Rehabilitation Services, and the United States Psychiatric Rehabilitation Association, among other venues. 

Mr. Matcovsky is a past recipient of the Network for Social Work Management’s Exemplar Award for Excellence in Social Work Management, as well as Long Island Business News’ prestigious “50 Around 50” leadership award. 

Mr. Matcovsky is a Licensed Master Social Worker and a Certified Psychiatric Rehabilitation Practitioner. He holds a master’s degree in social work from the Stony Brook University School of Social Welfare.
